This book addresses the unprecedented dilemmas confronting European states resulting from mass immigration from Africa and the Middle East, which today constitutes one of the most complex challenges in international affairs.
The mass migration phenomenon raises key security, diplomatic, demographic, legal, and economic issues discussed in essays by Ambassadors Dore Gold and Alan Baker, Brig.-Gen. (res.) Yossi Kuperwasser, Dr. Tommaso Virgili, Professor Asa Kasher, and Fiamma Nirenstein.

Ambassador Dore Gold, President of the Jerusalem Center for Public Affairs, former Director-General of Israel’s Ministry of Foreign Affairs (2015-2016), and Israel’s Ambassador to the United Nations (1997-1999).
Brig.-Gen. (res.) Yossi Kuperwasser, Director of the Project on Regional Middle East Developments at the Jerusalem Center, and former head of the Research Division of IDF Military Intelligence.
Ambassador Alan Baker, Director of the Institute for Contemporary Affairs at the Jerusalem Center and head of the Global Law Forum. He served as Legal Advisor and Deputy Director-General of Israel’s Ministry of Foreign Affairs and as Israel’s Ambassador to Canada.
Fiamma Nirenstein, former member of the Italian Parliament (2008-2013) where she served as Vice President of the Committee on Foreign Affairs in the Chamber of Deputies, served in the Council of Europe in Strasbourg, and established and chaired the Committee for the Inquiry into Anti-Semitism. A founding member of the international Friends of Israel Initiative, she is the author of 13 books, including Israel Is Us (2009). She is a Fellow at the Jerusalem Center.
Prof. Asa Kasher is the Laura Schwarz-Kipp Professor Emeritus of Professional Ethics and Philosophy of Practice and Professor Emeritus of Philosophy at Tel Aviv University in Israel. A member of the European Academy of Sciences and Arts, he is co-author of the Israel Defense Forces Code of Ethics. In 2000, Professor Kasher was awarded the Israel Prize for his work in philosophy and ethics. He is a Fellow at the Jerusalem Center.
