Statement by Fiamma Nirenstein, member of the Italian Parliament and
Vice President of the Committee on Foreign Affairs, on Iran’s candidacy
at the United Nation Security CouncilOctober 15, 2008
«Today the Committee on Foreign Affairs of the Italian Chamber of Deputies has achieved a great outcome. We succeeded to approve by unanimous vote a Resolution binding de facto the Italian Government to act within the European context to prevent Iran’s admission into the United Nation Security Council (UNSC). In fact, the document binds the Government to prevent the admission into that body, of Countries under UN sanctions».
«Iran’s insolent attitude must be stopped» continues Nirenstein. «It is incredible that a Country which has already been sanctioned three times by the UNSC, is trying to enter the organ that is supposed to guarantee the international security and therefore to defend the world by the nuclear and terrorist threat which the Islamic Republic of Iran today represents».
«On October 17th, this Friday, the UN General Assembly will hold elections to choose 5 non-permanent members of the UN Security Council to serve two-year terms starting on 1 January 2009. For the Asian regional bloc, the candidates are Japan and Iran, with the last one already backed by the 57 States of the Organization of the Islamic Conference and by further Nations among the large Non-Aligned Movement bloc».
«In our approved Resolution», reminds Nirenstein «is mentioned that Iran doesn’t respect the necessary parameters to seat in the UNSC, firstly as it is manifestly continuing to pursue opposite goals to those affirmed by the Charter of the United Nation, according to which the UNSC shall operate to achieve “the maintenance of international peace and security and the other purposes of the Organization”; in particular, the Resolutions mentions that Iran has repeatedly invoked, even within the United Nations – as the Iranian President Ahmadinejad did on September 24 during the General Assembly opening session – the destruction of the State of Israel, a legitimate member of the UN. Moreover, the document points out that Iran has also ostensibly refused to fulfil the Resolutions (reconfirmed by the Security Council on September 27) concerning its nuclear program. It seems a paradox that a Country under UNSC sanctions could seat into this same body, thus becoming judge in its own case».
«This Resolutions», concludes Nirenstein «encourages a decisive and joined European action aimed at safeguarding not only the decency of the international discourse, which must be totally clean of any anti-Semitic or anti-West hint, but also the UNSC’s credibility.
Arming Hezbollah and Hamas, promoting a culture of hatred against Israel and the United States, violating the most basilar human rights, widely applying the death penalty, building besides nuclear facilities, also missiles which threat anyone is in their range – doing all that Iran has embarked on a road that only the conscious resoluteness of the democratic world will be able to stop».

Resolution presented at the Committee on Foreign Affairs of the Italian Chamber of Deputies on initiative of Hon. Fiamma Nirenstein and other Members of Parliament from both the majority and the opposition.
The III Committee,
Whereas:
on October 17, the United Nations General Assembly will hold elections to choose 5 non-permanent members of the UN Security Council (UNSC) to serve two-year terms starting on 1 January 2009;
the States which have presented their candidacy for the Asia regional bloc are Japan and the Islamic Republic of Iran;
according to the UN Charter, the UNSC shall operate to achieve “the maintenance of international peace and security and the other purposes of the Organization”; at article 23, the Charter establishes that the General Assembly, while electing the non-permanent members of the UNSC, shall give particular regard to the contribution of the candidate State to achieve these goals;
Iran is manifestly continuing to pursue opposite goals to those affirmed by the Charter of the United Nation and to disregard UNSC Resolutions; in particular, just to mention most recent facts, Iran has repeatedly invoked, even within the United Nations – as the Iranian President Ahmadinejad did on September 24 during the General Assembly opening session – the destruction of the State of Israel; Iran has also ostensibly refused to fulfil the Resolutions (reconfirmed by the Security Council on September 27) concerning its nuclear programme;
in order to win a seat as non-permanent member of the UNSC, the candidate must obtain the backing of two-thirds of the Assembly’s votes (i.e. 128 votes): Iran’s candidacy is already backed by the 57 States members of the Organization of the Islamic Conference (OIC) and could gain further consent among the Non-Aligned Movement’s countries bloc; nevertheless, this candidacy should not be supported, as Iran is currently under UNSC sanctions for not accomplishing the IAEA demands concerning nuclear proliferation;
the admission into the UN Security Council of a Country under sanctions by this same body is likely to undermine the credibility and reliability of such institution, including in its composition a State that will also become judge in its own case;
binds the Government:
To pursue within the European context an effective unity of views and actions in order to preserve the role and the credibility of the United Nations Security Council, preventing the admission into this body of Countries under sanctions.
